Pertemuan Serikat Pekerja Jepang dan Indonesia, Membangun Kerjasama Internasional

Jakarta, spsibekasi.org – Para pimpinan serikat pekerja Jepang yang tergabung dalam Japanese Chemical and Energy Industry Affiliates Federation (IndustriALL JAF) melakukan rangkaian studi bandingnya di Indonesia. Pada hari Selasa, 4 Juni 2024 delegasi tersebut diterima oleh SP KEP SPSI dan SP KEP KSPI di Hotel Harris Jakarta, Kelapa Gading, Jakarta.

Sebanyak 15 orang delegasi dari IndustriALL Global Union bertemu dan berdiskusi dengan sekitar 25 orang perwakilan dari SP KEP SPSI dan SP KEP KSPI. Acara yang dimulai pada pukul 09.00 WIB ini bertujuan untuk meningkatkan sinergi dan kerja sama antara serikat pekerja Indonesia dan Jepang, dengan tema “Youth Exchange Program for Trade Union Leaders Between Japan and Indonesia IndustriALL JAF – CEMWU SPSI – FSP KEP KSPI”.

Yoshiki Ito, Sekretaris Jenderal IndustriALL JAF, dalam sambutannya menyampaikan beberapa hal terkait kondisi ketenagakerjaan di Jepang. Ia menjelaskan perbandingan kenaikan upah di Jepang dengan negara lain dan menyoroti bahwa untuk menurunkan harga produk, perusahaan perlu melakukan reduksi biaya, termasuk kesejahteraan pekerja. Banyak perusahaan di Jepang juga memilih mempekerjakan karyawan kontrak dan outsourcing untuk menekan biaya. Selain itu, Jepang saat ini menghadapi kekurangan tenaga kerja akibat tingginya jumlah pekerja tidak produktif dan menurunnya jumlah pekerja perempuan. Hal ini memaksa Jepang merekrut tenaga kerja asing dari berbagai negara. Kondisi ini juga berdampak pada penurunan jumlah pekerja tetap dan anggota serikat pekerja di Jepang. Yoshiki juga menyampaikan bahwa serikat pekerja di Jepang tidak membentuk partai buruh, tetapi mendukung wakil di parlemen yang membela kepentingan pekerja

R. Abdullah, Ketua Umum PP FSP KEP SPSI, memberikan gambaran tentang situasi perburuhan di Indonesia. Ia menyampaikan sejarah berdirinya serikat pekerja di Indonesia yang bermula dari PSI dan kemudian berubah menjadi SPSI. Setelah era reformasi dengan munculnya Undang-Undang No. 21 Tahun 2000 tentang Serikat Pekerja, kondisi ketenagakerjaan di Indonesia semakin memburuk. Perusahaan lebih memilih mempekerjakan karyawan kontrak dan magang, sementara jumlah pekerja tetap semakin sedikit. Perjuangan serikat pekerja semakin sulit, sehingga SPSI beraliansi dengan berbagai elemen organisasi seperti peneliti LBH dan akademisi dalam gerakan kesejahteraan nasional (GEKANAS)

Sunandar, Ketua Umum FSP KEP KSPI, dalam sambutannya mengungkapkan kebanggaannya atas kunjungan serikat pekerja Jepang ke Indonesia. Ia menjelaskan bahwa organisasi FSP KEP KSPI kini telah memiliki pimpinan daerah di 12 provinsi dan 34 kabupaten/kota dengan 334 PMK di seluruh Indonesia, dengan jumlah anggota sekitar 114.129. Organisasi ini juga mencakup serikat pekerja rumah sakit dan menjalankan program pendidikan untuk meningkatkan kesadaran berorganisasi. Sunandar menekankan bahwa pemerintah saat ini kurang berpihak kepada pekerja, dan perjuangan dilakukan untuk menolak kebijakan yang merugikan pekerja. Salah satu cara adalah dengan memasukkan aktivis serikat pekerja ke parlemen untuk mengubah aturan yang tidak berpihak pada pekerja. Saat ini, serikat pekerja juga menghadapi tantangan dengan hadirnya Peraturan Pemerintah Nomor 21 terkait Tabungan Perumahan Rakyat yang ditolak oleh buruh Indonesia.

Acara kemudian dilanjutkan dengan diskusi mengenai situasi K3 (Kesehatan dan Keselamatan Kerja) di Indonesia yang dipandu oleh Chandra Mahlan, Helmizan Sakrani dari KEP KSPI dan Hermansyah dari FSP KEP SPSI, serta diskusi tentang hubungan industrial dan situasi politik di Indonesia terkait dengan Partai Buruh oleh Akhmad Soleh dari KEP KSPI dan Afif Johan dari FSP KEP SPSI. Rangkaian acara pada hari tersebut diakhiri dengan Solidarity Dinner di Chanba Grill Restaurant. Diskusi berlangsung sangat interaktif dengan pertanyaan dan sharing pengalaman dari masing-masing negara.
